The Tool Library is focused on delivering specific high-need tools that are difficult to find, specified-use, or are unaffordable. Our Tool Library seeks to lower the barrier to entry for gardening, farming, and neighborhood maintenance tasks, thus tools are free for use.
The library is housed at the East Phillips Improvement Coalition/MPNAI office (2433 Bloomington Avenue, Minneapolis, MN 55404). Pickup and Drop off times are from 9 am-5 pm on Tuesday, Wednesday, and Thursday. After filling out the form, we will get in contact with you to figure out a pickup time. Tools can be rented for two weeks, after which they must be returned to an EPIC staff members. We prioritize residents in the Greater Phillips area, but everyone is welcome to send in a request. To rent tools, we request some basic information via google form that is not shared to any other individuals or organizations. The tool rental form will be made available in March and can be found linked in the Rent and Operate Tools Section below.
Tool Inventory
The Library consists of Tier 1 and Tier 2 tools. Tier 1 tools can be rented right away for use, while Tier 2 tools are primarily for farm and garden organizations operating in the neighborhood. However, Tier 2 tools may also be borrowed by any neighbor with a reference or who has previously successfully rented a tool from the Tool Library.

Terms of Use
Replacement costs: Pay up to $200 (dependent on tool) fee if tools are not returned within the allotted time frame to ensure the tools remain in working condition and can be used by the next renter. We understand that tools break. We ask that you take good care of the tools when using them and research how to use them safely. Please make sure tools are returned to an EPIC staff member and not left outside. They will get stolen!
Liability Statement: Tools can be dangerous when used improperly. By borrowing tools, users agree to use them safely and responsibly and acknowledge that the East Phillips Improvement Coalition, Midtown Phillips Neighborhood Association Inc, or the East Phillips Community Garden cannot be held liable for any injuries or damages that may occur.
